Affinity Water, not Thames Water, and the hardest water we work in

Hillingdon is one of a small number of London boroughs where Thames Water does not supply the drinking water. The Drinking Water Inspectorate lists Hillingdon inside Affinity Water's area of supply, and Affinity's own published material confirms it supplies the London Boroughs of Harrow and Hillingdon in full. Sewerage is a separate matter: under Affinity Water's Charges Scheme, sewerage services in its Central Region are provided by Thames Water, and Affinity issues the combined bill. So a Hillingdon household has one company for the water coming in and a different one for the water going out, and reporting a burst main to the wrong one costs hours.

Affinity describes the water it supplies as classed as hard or very hard, occurring naturally from the chalk aquifer, with around 60% of its supply drawn from groundwater. Its published water quality reports for the Hillingdon supply zones give measured mean hardness for calendar year 2025 of roughly 308 mg/l calcium carbonate in the Uxbridge zone, 348 mg/l in the Northwood zone, 285 mg/l in the Ickenham and Denham zone and 278 mg/l in the Yeading and Hayes zone.

Those are not abstract numbers. At 348 mg/l, a shower mixer in Northwood is depositing scale roughly a quarter faster than one on 278 mg/l water a few miles south in Hayes. Scale is the single most common cause of repeat hot water faults we see in this borough: it coats immersion elements until they burn out, furs cylinder coils and boiler heat exchangers until output drops, jams thermostatic mixing valves, and blocks the tiny orifices in shower cartridges. When a Hillingdon customer tells us the same part has failed twice, we test for scale before we quote a third replacement, and we will tell you honestly when treating the water is cheaper than replacing the component again.

A borough of houses, which changes where the pipes are

The 2021 Census counted 109,225 households in Hillingdon. 35.1% were semi-detached, 19.9% terraced and 13.9% detached, so 68.9% of Hillingdon homes are houses. Purpose-built flats accounted for 26.2%. Across London as a whole, houses are only 46.0% of households and detached homes just 6.1%. Hillingdon's detached share is more than double the London average.

Hillingdon also has old stock. A housing stock conditions report commissioned by the council in August 2025, using Valuation Office data, found 43.3% of the borough's residential stock was built before the Second World War, with building over the last two decades accounting for around 12.0%.

Houses put pipework in places flats never do: outside taps and garden standpipes, runs through unheated garages and side returns, cold water storage tanks and expansion tanks in uninsulated lofts, condensate pipes discharging into outside gullies, and long external waste runs to a rear soil stack. Every one of those is exposed to air temperature. In a purpose-built flat, essentially nothing is.

The heating picture follows the housing picture. Hillingdon has the highest mains gas dependence of any borough we cover: 75.8% of households run on mains gas only, against 70.5% across London, with 11.0% on electric heating only and just 1.3% on a district or communal heat network. 56.6% of Hillingdon households own their home, the highest owner-occupation share on our patch, which means most of our Hillingdon customers are the person who actually decides whether to repair or replace. We quote accordingly, with the real cost of both options.

Colder nights than inner London, and why that matters in January

The Met Office has kept a continuous monthly record at its Heathrow station since January 1948, which happens to sit inside this borough. Compare its 1991 to 2020 long-term averages with the Greenwich Observatory station in east London and the difference is consistent: mean daily minimum temperature at Heathrow is about 3.08°C in December, 2.68°C in January and 2.65°C in February, against roughly 3.77°C, 3.36°C and 3.22°C at Greenwich. Air frost days run at about 7.17, 6.80 and 6.20 per month at Heathrow against 6.50, 5.90 and 5.86 at Greenwich, which is roughly one extra frost night per winter month.

Less than a degree sounds trivial. It is not, because water freezing is a threshold event rather than a gradient. A loft tank feed or an outside tap that spends four extra hours below zero is the one that splits, and the split does not announce itself until the thaw, when the pipe reopens and the water arrives through a ceiling. Combine outer London's colder nights with a housing stock full of exposed external and loft pipework and Hillingdon produces a genuinely seasonal burst pipe pattern that inner London boroughs largely do not.

The practical advice we give Hillingdon customers before every winter is the same three things, and they are cheap. Lag every pipe in the loft, in the garage and on any external wall, including the ones you cannot easily reach, because those are the ones that fail. Know where your internal stopcock is and check it actually turns, since a seized stopcock turns a ten-minute isolation into an hour of standing water. And if the property is going to be empty over Christmas, either leave the heating on a low frost setting or drain the system down properly. We would rather you never needed to call us on 27 December.
